
Assembly Members, Presiding Members Part of Keta Land Allocation – Former MCE Emmanuel Gemegah
Former Keta Municipal Chief Executive Hon. Emmanuel Gemegah has disclosed that assembly members, presiding members, and some individuals were involved in the allocation of the Keta reclaimed lands to private persons.
Speaking on the matter, Mr. Gemegah said the involvement of these groups was part of the processes that led to the current challenges surrounding documentation and ownership of the reclaimed areas. He noted that upon assuming office, his administration found limited records of the transactions, a situation that complicated efforts to regularise ownership and ensure accountability.
Investigations at the time revealed that a significant portion of the reclaimed land had already been allocated without formal documentation. In response, the assembly under his leadership engaged the Lands Commission, traditional authorities, and other stakeholders to develop a structured approach to address the issue.
The Keta reclaimed land, developed between 1998 and 2004 under the Keta Sea Defence Project, has been the subject of public protests and disputes over alleged irregular allocations. In April 2025, the Volta Regional Minister directed a halt to all sale, lease, and development activities on the land pending a probe by a seven-member committee.
The committee, chaired by land administration expert Dr. Joe Attipoe, was tasked to examine the roles of the Keta Municipal Assembly, stakeholders, and private individuals in the allocation process.
